Senior Project Manager – Abu Dhabi Package (High-Speed Rail) | Parsons

Role Overview Parsons is seeking an exceptionally talented Senior Project Manager to lead a major rail package in Abu Dhabi. Representing the Client, you will be the driving force behind the successful delivery of a high-speed rail (HSR) project, overseeing the entire lifecycle from concept to operations. This role demands a leader who can navigate the complexities of design, planning, procurement, and construction while managing a vast web of stakeholders. You will be instrumental in ensuring that this landmark infrastructure project meets international standards of technical excellence, safety, and operational efficiency.

Key Responsibilities

Strategic Project Leadership & Delivery

• Lifecycle Management: Plan and manage all project delivery phases, ensuring that each milestone aligns with the Client’s long-term vision for the UAE’s rail network.

• Performance Oversight: Monitor PMEC (Project Management Engineering Consultant) and Contractor performance, ensuring strict adherence to the packaging strategy, cost controls, and delivery schedules.

• Governance & Compliance: Oversee the development of the Project Management Plan, Health & Safety Plan, and Systems Integration protocols. Ensure all work complies with local regulatory authority standards and environmental codes.

• Technical Excellence: Lead the project’s technical strategy, championing quality improvement processes for both Parsons and the Client.

Operational Integration & Quality Control

• Interface Management: Manage complex interfaces between civil work packages and rail systems to ensure seamless technical integration.

• Quality Assurance: Implement high-level quality standards and conduct periodic site inspections to verify that construction meets rigorous specifications.

• Systems Readiness: Direct the establishment of Testing & Commissioning Plans to ensure the rail package is operationally sound upon completion.

Stakeholder & Contract Management

• Engagement Leadership: Lead stakeholder engagement and provide transparent, high-level progress reporting to Client management.

• Commercial Oversight: Manage contract delivery within a multi-billion dollar program environment, overseeing change control, variations, and risk mitigation.

• Collaborative Culture: Promote a “proactive and collaborative” work culture, building strong professional relationships across multi-organizational teams.

• Conflict Resolution: Devising and executing action plans with consultants and contractors to rectify potential delays or budget overruns.

Required Skills & Qualifications

• Education & Chartership: Bachelor’s degree in Engineering; Chartered Engineer (CEng) Status is highly preferred.

  • A Master’s degree in a relevant field is an advantage.

• Experience: * Minimum of 15 years in the management of design and/or construction of Rail projects, specifically High-Speed Rail (HSR).

  • Proven experience managing multi-disciplinary rail civils packages and complex technical interfaces.

  • Significant background in construction management and project governance.

• Technical & Commercial Acumen:

  • Strong financial awareness and commercial management skills within a project/package environment.

  • Capacity to translate complex technical subjects into clear terms for non-technical leadership and key stakeholders.

• Core Competencies:

  • Leadership: Demonstrated ability to lead teams through intense and rewarding work cycles.

  • Communication: Exceptional oral and written skills for high-stakes client presentations and technical reporting.

  • Mindset: A “go-getter” with a proactive problem-solving attitude and the ingenuity to tackle unforeseen engineering challenges.

Desired Skills

• Certifications: PMP, CCM, or equivalent Project/Construction Management certification.

• Regional Expertise: Proven experience on major infrastructure projects within the GCC/UAE.

• Specialized Knowledge: Deep understanding of the complexities of railway technology and high-speed operations.
