System Assurance Manager

The Role

Based in Dubai, you will be the technical authority for the overall System Assurance program. Reporting as part of the senior management team, you will manage a support team to produce all aspects of RAMS, Configuration Management, and Requirement Management. You must be equally comfortable performing deep-dive reliability modeling as you are defending safety cases in front of high-level government clients and stakeholders.

Key Responsibilities

Program Leadership: Own the end-to-end System Assurance program, from concept design to the Defect Liability Period (DLP).
Safety Engineering: Drive hazard identification and risk assessments (HAZID/HAZOP) and determine Safety Integrity Levels (SIL). Develop comprehensive Safety Cases (Design, Final, and Operational) for submission to regulators.
RAM Modeling: Perform Reliability Block Diagram (RBD) modeling, FMECA (Failure Mode, Effects, and Criticality Analysis), and FRACAS (Failure Reporting, Analysis, and Corrective Action System) planning.
Standards Compliance: Ensure all works align with international railway standards including EN 50126, EN 50128, EN 50129, and IEC 61508.
Multidisciplinary Integration: Oversee specialized studies including EMC (Electromagnetic Compatibility), Human Factors & Ergonomics, Fire Life Safety, and Security Management.
Systems Lifecycle: Manage the verification and validation (V&V) process across the full project lifecycle, ensuring that requirements are tracked and closed using tools like ComplyPro.

Technical Competencies

Analytical Mastery: Ability to perform Fault Tree Analysis (FTA) and Availability modeling to predict system downtime and maintenance cycles.
Functional Knowledge: A deep understanding of how rolling stock, traction power, signaling (ETCS/CBTC), and platform screen doors interface.
Software Proficiency: Hands-on experience with industry-standard tools such as Isograph Reliability Workbench (RWB) and Availability Workbench (AVSim+).

Requirements

Education: Bachelor’s degree in Electrical or Mechanical Engineering. Membership in a professional engineering institution (Chartered status) is highly preferred.
Experience: 15+ years of total experience, with a minimum of 7 years dedicated full-time to RAMS in the rail/transportation sector.
Regional Exposure: Experience in the Middle East (GCC) or India is highly regarded.
Soft Skills: Exceptional presentation skills and the “glocal” mindset needed to translate complex technical data for non-specialist stakeholders.
Mobility: Willingness to travel across the Middle East and India as project needs dictate.
