Role Overview Parsons is seeking an amazingly talented Project Controls Manager to join our leadership team in Abu Dhabi. In this high-impact role, you will provide the strategic oversight and technical direction necessary to keep complex infrastructure and mixed-use development projects on track. You will be responsible for the full lifecycle of project controls—including master scheduling, cost control, risk mitigation, and change management. As a key liaison between clients, contractors, and internal management, you will ensure that data-driven insights lead to successful project delivery and contractual compliance.


Key Responsibilities

Strategic Leadership & Process Management

  • Oversight: Lead the planning, scheduling, progress measurement, and cost control functions for the entire project portfolio.

  • Systems Architecture: Set up and manage the Primavera P6 Project Management System to ensure seamless program management across all stakeholders.

  • Process Standardization: Develop and maintain project controls procedures and tools, monitoring compliance across all project participants to ensure uniform reporting and data integrity.

  • Expert Guidance: Provide specialized assistance to planning and risk staff, offering timely resolution for complex project control issues as they arise.

Scheduling & Progress Control

  • Master Programming: Prepare and maintain the integrated master programme, ensuring absolute alignment with contractual milestones and deliverables.

  • Program Analysis: Review and critically challenge consultants’ and contractors’ schedules, analyzing them against technical and procedural requirements.

  • Impact Assessment: Analyze the ripple effects of design changes, construction pivots, and interface issues on project completion dates and milestones.

Claims, Risk & Contract Support

  • Claims Defense: Review and challenge Extension of Time (EOT) requests and claims, ensuring they are backed by contemporaneous documentation and comply with contractual provisions.

  • Risk Management: Coordinate the execution of quantitative schedule risk analysis, including identification, mitigation planning, and continuous monitoring.

  • Change Management: Partner with the contract administration team to evaluate variations, change orders, and claims from both a time and cost perspective.

  • Dispute Avoidance: Ensure all planning data and progress records are maintained to support contract administration and potential dispute resolution processes.

Reporting & Stakeholder Engagement

  • Formal Reporting: Establish and deliver sophisticated reporting frameworks to communicate progress, risks, and issues to the client and senior internal management.

  • Collaborative Workshops: Arrange and lead project controls workshops to assist contractors and consultants in resolving scheduling and coordination bottlenecks.


Required Skills & Qualifications

  • Education: Bachelor’s degree in Civil Engineering or Construction Management from a recognized institution.

  • Experience: * Minimum of 15 years of post-graduate experience.

    • Significant exposure to large-scale infrastructure and mixed-use development projects.

  • Technical Expertise:

    • Proven track record in planning, scheduling, and Quantitative Schedule Risk Analysis (QSRA).

    • Extensive experience managing Extension of Time (EOT) claims.

  • Core Competencies:

    • Leadership: Ability to direct multidisciplinary teams and interface effectively with high-level clients.

    • Analytical Rigor: Proficiency in identifying schedule slippages and forecasting project outcomes.


Desired Skills

  • Commercial Synergy: Demonstrated experience working closely with contract administration on variations and change management.

  • Industry Knowledge: Thorough understanding of industry best practices, standard forms of contract (e.g., FIDIC), and UAE regulations.

  • Software Mastery: Expert proficiency in Primavera P6 and modern project controls reporting tools.
