Senior Resident Engineer (Roads & Infrastructure) | Parsons | Abu Dhabi, UAE

Role Overview Parsons is seeking an amazingly talented Senior Resident Engineer to lead major roads and infrastructure programs. In this high-level leadership role, you will serve as the primary company representative, bridging the gap between client expectations and on-site technical execution. You will be responsible for mobilizing multidisciplinary teams, overseeing complex project governance, and ensuring that every milestone meets the rigorous quality and safety standards Parsons is known for. Key Responsibilities

Strategic Leadership & Project Governance

Team Mobilization: Mobilize company resources to build high-performing project teams capable of delivering effective, high-quality infrastructure work.
Client Representation: Act as the lead Company representative with the client and key subcontractors throughout the program lifecycle.
Governance Framework: Oversee the establishment of the Project Execution Plan, Health and Safety Plan, and QA/QC protocols.
Regulatory Engagement: Participate in negotiations with regulatory agencies and represent the client in public meetings and technical forums.

Commercial & Scope Management

Contract Negotiation: Lead negotiations regarding changes to the scope of work with both the client and primary subcontractors.
Change Management: Maintain timely and accurate change orders, ensuring all commitments and instructions associated with the project are followed up and documented.
Technical & Commercial Excellence: Promote a culture of excellence by applying robust Quality Assurance processes across all project phases.

Planning, Budgeting & Execution

Strategic Planning: Collaborate with project engineers and discipline leads to develop comprehensive budgets, schedules, and execution plans.
Performance Monitoring: Ensure the project meets or exceeds established goals. Monitor draft and final deliverables for strict adherence to program criteria.
Risk Mitigation: Devise and execute action plans to rectify potential cost overruns or schedule delays. Proactively advise client and company management of significant scope changes.
Reporting: Monitor and report on project activity, significant milestones, and any conditions affecting cost or schedule to senior management.
Status Coordination: Establish and lead weekly meetings to review project status and formulate critical action items.

Required Skills & Qualifications

Education: Bachelor’s degree in Civil Engineering from a recognized institution.
Experience: * Minimum of 20 years of experience delivering large-scale roads and infrastructure programs.
- Ideally, 5 years of specific project experience within Abu Dhabi.
Certification: Must meet Parsons’ internal project management certification requirements.
Core Competencies:
- Leadership: Proven ability to perform in a high-level management capacity with a “hands-on” technical approach when required.
- Communication: Exceptional written and oral communication skills for client interfacing and stakeholder management.
- Industry Knowledge: Comprehensive and up-to-date knowledge of global and regional industry standards.
- Negotiation: Strong ability to negotiate complex commercial terms and scope variations.
