Role Overview Parsons is seeking an amazingly talented Stakeholder Manager to join our project team in Abu Dhabi. In this high-visibility role, you will be the primary bridge between our technical teams and the diverse landscape of government authorities, community groups, and private entities. You will be responsible for navigating complex regulatory environments, mediating disputes, and ensuring that stakeholder needs are integrated into the project lifecycle. This position requires a unique blend of technical understanding—rooted in Architecture or Civil Engineering—and exceptional diplomatic skills to ensure seamless project delivery in the UAE.

Key Responsibilities

Strategic Engagement & Planning

• Stakeholder Mapping: Identify and analyze all project stakeholders; establish and maintain a comprehensive stakeholder register to track engagement levels and influence.

• Tailored Communication: Develop and execute bespoke engagement plans to align stakeholder expectations with project milestones and overarching goals.

• Community Outreach: Engage with local communities to address concerns and promote a positive project image through consultations and proactive outreach.

Liaison & Regulatory Compliance

• Primary Point of Contact: Serve as the lead interface for all external parties, fostering collaborative, long-term professional relationships.

• Permitting & Approvals: Liaise with Abu Dhabi government authorities to secure necessary permits and ensure strict compliance with local laws, policies, and urban planning standards.

• Conflict Resolution: Act as a mediator to resolve concerns and disputes; escalate critical, unresolved issues to senior management when necessary.

Risk Management & Integration

• Risk Mitigation: Identify, monitor, and mitigate stakeholder-related risks, ensuring the project risk register is continuously updated with social and political variables.

• Technical Integration: Guide internal technical teams on stakeholder sensitivities and priorities, ensuring these needs are reflected in the project plans and designs.

• Records Management: Maintain meticulous records of all interactions, agreements, and feedback to ensure an auditable trail of engagement.

Continuous Improvement

• Performance Evaluation: Regularly evaluate the effectiveness of engagement strategies, adopting global best practices and sharing lessons learned across the Parsons organization.

Required Skills & Qualifications

• Education: Bachelor’s degree in Architecture or Civil Engineering.

• Experience: * Minimum of 10 years of experience in stakeholder management, public relations, or project management.

  • Proven track record in large-scale or complex infrastructure projects.

  • Direct experience with Abu Dhabi projects and local authorities is mandatory.

• Language Proficiency: Full fluency in written and verbal Arabic and English is essential for high-level negotiations and documentation.

• Technical Proficiency:

  • Proficient user of AutoCAD and Microsoft Office Suite.

  • Skilled in stakeholder management tools and project management software (e.g., Primavera P6 or MS Project).

• Core Competencies:

  • Deep understanding of the regulatory and compliance landscape in the UAE.

  • Ability to communicate complex technical information clearly to non-technical stakeholders.
