Role Overview Parsons is seeking an amazingly talented Assistant Resident Engineer specialized in Infrastructure, Roads, and Landscaping to join our premier project team in Dubai. In this role, you will act as a key deputy to the Resident Engineer, overseeing the day-to-day operational and technical functions of major infrastructure works. You will be responsible for ensuring that field engineering assignments—ranging from utility installations to road paving—are executed with technical precision, adhering strictly to design specifications and industry benchmarks. This is a high-level supervisory role designed for a seasoned civil engineer who excels at bridging the gap between design intent and on-site construction excellence.

Key Responsibilities

Field Engineering & Technical Oversight

• Constructability Reviews: Perform detailed field engineering assignments, focusing on constructability reviews and the continuous observation of work in progress to prevent technical deviations.

• Technical Resolution: Identify and provide immediate solutions for complex engineering problems within your discipline, coordinating the application of these solutions with the design team.

• Design Compliance: Review and interpret discipline-specific design drawings and specifications to ensure the latest revisions are being followed and executed correctly.

• Liaison Management: Establish and maintain a direct line of communication with design engineering staff to resolve discrepancies and clarify technical details.

Quality Assurance & Site Supervision

• First-Level QA: Maintain rigorous quality assurance to confirm that all installations—whether dry/wet utilities or road works—meet project plans and international standards.

• Inspection Leadership: Supervise site inspection staff and ensure that all tests and inspections are witnessed, performed, and documented in accordance with approved project procedures.

• Health & Safety: Collaborate with construction management to identify and eliminate hazards. Ensure all personnel within your assigned group strictly adhere to site-specific safety protocols and industry health standards.

Project Operations & Progress Tracking

• Schedule Monitoring: Monitor construction schedules and provide the Resident Engineer with accurate data for progress appraisals and milestone tracking.

• Supply Chain Oversight: Monitor material procurement and deliveries to ensure all components arrive on-site in time to support the construction schedule.

• Documentation & Reporting: Maintain a comprehensive daily log of all construction activities and discipline-specific data for final project turnover.

• Contractor Submissions: Review contractor submittals and maintain technical catalogs and supplier data relevant to the infrastructure project.

Required Skills & Qualifications

• Education: Bachelor’s degree in Civil Engineering from a recognized university.

• Experience: * Minimum of 12 years of comprehensive experience in Infrastructure, Road Works, and Utilities (both dry and wet systems).

  • A proven track record in supervising major infrastructure and road projects, with a strong preference for experience within Dubai.

• Technical Proficiency:

  • Solid understanding of engineering and construction processes, industry standards, and regional best practices.

  • Proficient in computer applications for record management, data access, and specialized engineering/construction software.

• Core Competencies:

  • Communication: Exceptional command of English (written and spoken) with high-level technical writing skills for report generation.

  • Leadership: Ability to supervise multi-disciplinary inspection teams and manage contractor relationships effectively.

  • Analytical Rigor: A meticulous approach to reviewing drawings and technical submittals.
