Estimator (Infrastructure & Roads) | Parsons | Dubai, UAE

Role Overview Parsons is seeking an amazingly talented Estimator to join our team in Dubai! In this role, you will perform a variety of standard estimating activities, working both independently and as part of a collaborative team on assigned infrastructure and road programs. You will be responsible for defining the scope of delivery, preparing detailed cost breakdowns, and ensuring that our estimates of probable cost are accurate, comprehensive, and compliant with contract terms. This is a vital position that bridges engineering design with commercial reality, helping to ensure the financial viability of major civil works.


Key Responsibilities

Quantification & Scope Definition

  • Material Takeoffs: Prepare accurate material takeoffs from engineering drawings, plans, and specifications. Review takeoffs prepared by others for completeness and accuracy.

  • WBS Development: Prepare detailed Work Breakdown Structures (WBS) sufficient to define the scope for contracts, projects, or program elements.

  • Scope Definition: Clearly define the specific scope intended by contract documents, project requirements, and subsystem components.

Cost Estimation & Analysis

  • Basis of Estimate (BOE): Summarize the BOE development, including methodology, pricing, labor/material/equipment rates, assumptions, exclusions, and escalation.

  • Probable Cost: Deliver comprehensive estimates of probable cost based on proposed contract documents, inclusive of general conditions and job costs.

  • Parametric Estimating: Utilize historical data to develop “top-down” estimates for capital assets during the early stages of project development.

  • Detailed Estimating: Utilize “bottoms-up” approaches for detailed cost development, comparing results with historical data from similar projects.

Procurement & Risk Management

  • Bid Support: Develop scope sheets and requests for quotation (RFQ) for potential service providers, evaluating data retrieved via written or digital sources.

  • Risk Assessment: Review contract documents to identify potential cost risks and significant exposure. Assign reasonable maximum cost and schedule impacts to these risks.

  • Database Management: Assist in accumulating and evaluating cost data from completed contracts—including productivity, man-hour utilization, and delivery methods—to update the estimating database.

Team Collaboration & Quality

  • Technical Guidance: Provide mentorship and technical guidance to lower-level Associate Estimators.

  • Quality Control: Deliver quality-controlled final estimates that meet both Customer and Client expectations.

  • Teamwork: Collaborate with multi-disciplinary teams to ensure the final deliverable is cohesive and accurate.


Required Skills & Qualifications

  • Education: Bachelor’s degree in Engineering, Construction Management, or Quantity Surveying.

  • Experience: * Minimum of 3+ years of related work experience in estimating.

    • Essential experience in Roads, Bridges, and Tunnels projects.

  • Technical Proficiency:

    • Proven ability to perform standard estimating activities typical to the construction industry.

    • Clear understanding of construction contract commercial documents, drawings, and specifications.

    • Familiarity with estimating database software and project controls tools (e.g., Word, Excel, AutoCAD, MicroStation).

    • Experience with CostX or equivalent estimating software is highly preferred.

  • Core Competencies:

    • Communication: Excellent verbal and written communication skills in English.

    • Analytical Thinking: Ability to perform parametric comparisons and analyze complex cost data.

    • Detail Orientation: High level of accuracy in reviewing takeoffs and preparing detailed BOEs.
