Role Overview Parsons is seeking an amazingly talented Senior Project Controls Engineer to join our team in Abu Dhabi. In this critical role, you will manage the budgets, schedules, and integrated project controls for a high-profile, multi-billion dollar infrastructure programme. You will act as the financial and analytical backbone of the project, ensuring that every dirham spent and every milestone reached aligns with approved baselines. This position is ideal for a data-driven engineer who excels at translating complex cost and schedule data into actionable insights for senior management and diverse stakeholders.

Key Responsibilities

Cost Management & Budgetary Oversight

• Budget Governance: Monitor and maintain complex project budgets, ensuring all financial activities remain within approved baselines and constraints.

• Analytical Reporting: Prepare comprehensive monthly cost reports by synthesizing data from supervision consultants and contractors to provide a clear financial snapshot.

• Financial Forecasting: Develop accurate cash flow forecasts derived from construction programmes to support long-term institutional financial planning.

• Proactive Cost Control: Implement rigorous control measures to identify budget variances early. Recommend corrective actions and lead the process for budget uplift approvals with clients when necessary.

• Compliance: Ensure all financial reporting and data collection comply with company policies, international industry standards, and UAE regulatory requirements.

Planning, Scheduling & Integrated Controls

• Baseline Integration: Support the development and review of baseline schedules using Primavera P6, ensuring total alignment between project scope, budgets, and milestones.

• Performance Tracking: Monitor progress against approved baselines, identifying schedule variances and preparing periodic performance reports.

• Progress Measurement: Coordinate with project teams and contractors to validate reported progress data and update the master project schedule accordingly.

• Delay & Risk Analysis: Assist in identifying schedule risks and opportunities; contribute to Time Impact Analysis (TIA) and the development of robust mitigation plans.

• Visual Dashboards: Develop and maintain sophisticated project controls dashboards that summarize cost, schedule, and risk status for internal and external stakeholders.

Required Skills & Qualifications

• Education: Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, or a related field.

• Experience: Minimum of 10 years of professional experience in cost engineering and project controls, with a strong preference for large-scale infrastructure projects.

• Technical Mastery:

  • Strong working knowledge of Primavera P6 for advanced planning and scheduling.

  • Proficiency in cost management software and Earned Value Management (EVM) methodologies.

  • Advanced MS Excel skills (complex formulas, pivot tables, and automated dashboards).

• Core Competencies:

  • Analytical Rigor: Ability to interpret complex financial and schedule data to drive decision-making.

  • Communication: Exceptional verbal and written skills, with the ability to present technical data clearly to non-technical stakeholders.

  • Attention to Detail: Meticulous accuracy in financial reporting and schedule validation.

  • Collaborative Mindset: Proven ability to build strong working relationships with clients, contractors, and multidisciplinary teams.
