Senior Project Manager – Enabling Works (High-Speed Rail) | Parsons | Abu Dhabi, UAE
Role Overview Parsons is seeking an amazingly talented Senior Project Manager (Enabling Works) to lead a landmark High-Speed Rail (HSR) project in the UAE. Acting on behalf of the Client, you will be the strategic lead for all package activities, ensuring the successful transition from concept through to operations. This role is pivotal in managing the complex “enabling” phase—clearing the path for major construction through meticulous design coordination, procurement, and stakeholder management. Key Responsibilities
Strategic Project Leadership

Full-Lifecycle Management: Plan, coordinate, and direct all phases of project delivery, ensuring that the enabling works package integrates seamlessly into the wider high-speed rail program.

Performance Oversight: Monitor the performance of the Project Management Engineering Consultant (PMEC) and Contractors to ensure adherence to established packaging strategies, schedules, and cost benchmarks.

Technical Excellence: Lead the project’s technical direction, fostering a culture of quality improvement and ensuring all construction tender documentation meets Client and regulatory standards.

Governance: Oversee the establishment of the Project Management Plan, Health & Safety Plan, QA/QC protocols, and Systems Integration and Commissioning plans.
Operational Execution & Integration

Interface Management: Manage the critical interfaces between various work packages and technical systems to ensure total functional integration across the rail network.

Regulatory Compliance: Secure all necessary permits and approvals from local authorities, ensuring strict adherence to industry regulations, environmental standards, and safety protocols.

Risk & Change Control: Manage contract delivery within a dynamic program environment, implementing robust change control measures and developing action plans to rectify potential cost overruns or schedule delays.

Site Quality: Implement and enforce rigorous quality standards, conducting periodic inspections to verify that all work meets the engineering specifications of the Client.
Stakeholder Engagement & Reporting

Collaborative Culture: Function effectively in a multi-organizational environment, building professional relationships that align with the Client’s proactive and collaborative culture.

Progress Transparency: Provide clear, regular reporting to Client management regarding significant milestones, project health, and any conditions affecting cost or schedule.

Bilingual Communication: Translate complex technical railway subjects into clear, actionable terms for non-technical leadership and key stakeholders.
Required Skills & Qualifications

Education & Chartership: Bachelor’s degree in Engineering (Civil or related). Chartered Engineer (CEng) status is highly preferred.

A Master’s degree in a relevant field is an advantage.

Experience: * Minimum of 15 years of experience in the design and/or construction management of Rail projects.

Specific expertise in Enabling Works for major railway or transit systems.

Proven experience managing multi-disciplinary rail civils packages and complex technical interfaces.

Technical & Commercial Acumen:

Strong financial awareness within a package-management environment.

Demonstrated ability to lead construction management activities in an intense, high-stakes project culture.

Regional Knowledge: Previous experience working on major infrastructure projects within the GCC/UAE.
